Basically I was wondering if anyone knows of any software where you can input the measurements and hair colors of humans and it'll create a 3d picture or representation you can edit.

Bryce 3D would be the easiest cheapest software to use, after that your getting in to Maya3D, 3ds Max, mental ray and other software from Autodesk which costs $$$$

If your wanting a grunty machine to do it on, get a Mac Pro.
